The Roman Management System
Projects are delivered under a single management system covering health and safety, environment, quality, project management and human resources. Every form, policy and procedure in it carries a document number and a revision, and is controlled through a forms register.
Health and safety
Twenty-two controlled WHS forms covering site induction and registers, prestart toolbox, SWMS and the SWMS register, risk matrices, plant and electrical equipment registers, lifting gear, hazardous chemicals, confined space and hot work permits, workplace inspection, and incident reporting and investigation. A WHS legislation register keeps current Queensland legislation, codes of practice and Australian Standards accessible on site.
Quality
Inspection and Test Plans are prepared per project against a lot register, with pile and concrete registers recording the work as it goes in. RFIs are tracked on a register and documents issued under transmittal. Structural design is certified by a registered professional engineer of Queensland.
Environment
An environmental aspects and impacts assessment is prepared for each project, with an Environmental Work Method Statement for the controls. Water quality sampling is recorded on a register where the works sit in or over water, and environmental performance is reported monthly.
Project management
Each project opens with a project initiation and risk assessment, and is reported through monthly progress, WHS and environmental reports. Daily job summaries record labour, plant and progress against program.
The health and safety management system is structured to meet the requirements of ISO 45001, without third party certification.

- Working at heights
- Fall prevention and arrest, edge protection, and access for deck and superstructure work.
Safe Work Method Statements are prepared per activity and per site, reviewed with the crew at prestart, and held on the SWMS register for the project.

Prequalification and panels
- Local Buy
- LGAQ procurement arrangements.
- VendorPanel
- Registered for council quotation and panel requests.
- Council supplier panels

Where a council runs its own registration or prequalification process, we will complete it. Send the forms to the office and they will come back inside the closing period.
07
Personnel and training
A directly employed core crew, with design certification and specialist trades engaged as subcontractors.
Tickets, licences and competencies are held on a training and skills register with expiry tracking. All personnel and subcontractors are inducted to the project before starting work, and the induction record is kept for the project.
08
What we require of subcontractors
These are verified before a subcontractor is engaged, and again on expiry.
- Current QBCC or trade licences, with numbers
- Public liability and workers compensation, with expiry dates
- Their own SWMS for the activity, reviewed before work starts
- Plant registration, inspection records and operator competencies
- Modern slavery compliance, as a condition of engagement
